BIOGRAPHY
Mel Placilla, P.E.
HDR Engineering, Inc.
Mel has extensive experience in the development of complex infrastructure projects from the concept development, funding, planning, and environmental clearance, to the design, construction and operations. He previously worked as a Director of Public Works and Assistant City Manager before joining HDR.
Currently, Mel leads HDR's Transportation Design-Build Practice. He is the Project Sponsor for a number of D-B projects including: I-77, Charlotte, North Carolina, I-4, Polk County, Florida, West Gate Access Road at Fort Leonard Wood Missouri, I-84, Bend, Oregon, and the East Wake Expressway, Raleigh N.C. He has previously worked on the San Joaquin Hills Transportation Corridor, Transportation Corridor Agencies, Orange County, the Eastern Transportation Corridor, Orange County, CA, the Foothill South Transportation Corridor, Orange County, and Infrastructure for the New Padres Ball Park, San Diego.
Mel is a registered Professional Civil Engineer in Michigan, Texas, and California.
